The content tells there was an elder who was an arahant and knowledgible in the Dhamma and Vinaya. The elder gave a sermon to the two brother kings and taught them to follow Dasavidha-rajadhamma (the tenfold virtue of the ruler) and to act correctly according to the letters and the consonants. There are 41 letters and consonants divided into 8 letters and 33 consonants. Colophon: Folio 16 on the verso side: Chunlasangkatrasa 1279, a moeng sai year, the fifth day of the waning moon of the ninth lunar month, the third day of the week (Tuesday), the writing was accomplished at the time of kòng ngai (between 7.30–9.00 o’clock). The initiator, Mae-ok (lay mother) Champa had the ardent religious faith together with her relatives and children sponsored the making of this manuscript entitled Sanghòm Akkhara 85 Phankhan to support the Teachings of Gotama Buddha to last until the end of 5000 years.
