La misiva felicita a la federación por su iniciativa de acercamiento entre pueblos americanos y comunica que el estudiante peruano José Antonio Reyes, comisionado por el gobierno peruano, colabora interinamente con la Liga. Reyes, con estudios en las universidades de San Francisco, Portland y Columbia, ha aceptado representar a Perú en esta institución hasta recibir autorización oficial.
