La comunicación informa sobre la reciente instalación del "Centro Normalista" y la renovación de su personal directivo. Se menciona que el centro está conformado por los alumnos de la sección profesional de la Escuela Normal de Preceptores y, al ser parte de la federación, se remite una lista general de los alumnos con el propósito de que se dicten las bases necesarias para los fines correspondientes.
