La carta, fechada el 19 de abril de 1920 y enviada desde Caracas por el presidente de la Federación de Estudiantes de Venezuela, está dirigida al presidente de la Federación de Estudiantes del Perú. En ella, la federación venezolana expresa su solidaridad y simpatía fraternal hacia los estudiantes peruanos, informando sobre su reciente fundación y sus objetivos: la unión de los estudiantes de Venezuela para fomentar la cultura, la defensa de sus intereses y la amistad con los pueblos de América Latina. La carta destaca el deseo de cultivar un intercambio espiritual y de recibir publicaciones y noticias de la vida estudiantil en Perú, para fortalecer los lazos de solidaridad y el ideal de la democracia continental.
