En ella, Rivarola presenta su renuncia al cargo de bibliotecario de la federación, debido a un viaje al sur del país para asumir un cargo otorgado por el supremo gobierno. Expresa su agradecimiento por las deferencias y el honor que le brindaron sus compañeros delegados desde su designación en diciembre de 1919.
