En la misiva, Perla saluda a Haya de la Torre y a Rosay, reconociendo su destacado papel en la promoción de la ciencia y la cultura en la ciudad del Cusco. Informa que los estudiantes de la "Escuela Técnica de Comercio" han intentado enviar telegramas para expresar su deseo de ser representados en el Primer Congreso Nacional Estudiantil, pero estos no llegaron a tiempo debido a problemas en la línea telegráfica. En nombre de los jóvenes, solicita que Haya de la Torre y Rosay acepten representarlos en el congreso, que se celebrará en la histórica ciudad inca.
