Esta carta, fechada el 6 de febrero de 1920, es enviada por Alberto Ulloa S., abogado y recién designado catedrático de Derecho Marítimo en la Universidad de San Marcos, a los secretarios de la Federación de Estudiantes del Perú, Fernando Rosay y César Elejalde. Ulloa expresa su gratitud por el oficio recibido, en el cual se le informó sobre la aprobación unánime de una moción en su honor por parte de la federación, manifestando la simpatía de los estudiantes por su reciente nombramiento. Ulloa reconoce el compromiso que asume con los estudiantes, agradeciendo la simpatía y apoyo expresados, y solicita que se transmita su agradecimiento al presidente y al comité por este gesto.
