With refined irony and sharp wit, 'Felipito' is a brief satirical publication dedicated to the figure of Felipe Santiago Salaverry. Its printing coincides with the period of rebellion led by this Lima-born caudillo and the onset of a new civil war. 'Felipito' faithfully reflects the stark contrast between the capital and southern Peru in their perception of Felipe Salaverry’s movement: while newspapers in Lima hailed him as a great man and a "genius of Peru," in Arequipa, he was condemned as a despot and a usurper. The publication includes purportedly verbatim quotes from speeches delivered by Salaverry at the time of his uprising.

Su impresión se enmarca en el período de sublevación de dicho caudillo limeño y el comienzo de una nueva guerra civil. "Felipito" refleja fielmente la marcada diferencia entre la capital y el sur del Perú en la percepción del movimiento de Felipe Salaverry: mientras que en Lima los periódicos lo calificaban de gran hombre y “genio del Perú”, en Arequipa se le acusó de déspota y usurpador. La publicación incluye citas aparentemente textuales de discursos realizados por el mismo Salaverry al momento de su sublevación.
