Birbirine bağlı üç sayıdan oluşan, pazartesi günleri çıkar Osmanlı siyasi gazetedir. Müsademe-i Efkar gazetesinin devamı niteliğindedir. Dergi, İkinci Boer Savaşı; savaş halindeki ülkeler arasındaki müttefikler ve ittifaklar; Avrupalı Müslümanların durumu; Balkan devletlerinin (Bulgaristan, Romanya, Sırbistan, Karadağ ve Yunanistan) statüsü, Bulgaristan'da İslami eğitim ve bilim üzerinedir.

Three issues bound together. It is an Ottoman political newspaper published on Mondays. It is a continuation of the preceding newspaper Müsademe-i Efkar. The journal is on the Second Boer War; allies and alliances between countries at war; the case of European Muslims; the status of the Balkan states (Bulgaria, Romania, Serbia, Montenegro, and Greece), Islamic education and science in Bulgaria.
