On November 10, 1920, from La Paz, the Ministry of Foreign Affairs informed the FEP of the signing of a preliminary agreement for the resumption of student relations with the delegate Toro, vice-president. In the agreement, Bolivia respects Peru's aspirations and recognizes that there are no grounds for the rupture of relations since March. In addition, it regrets the incidents that occurred and will send the final text once approved by the Bolivian student committee.
El 10 de noviembre de 1920, desde La Paz, el Ministerio de Relaciones Exteriores informa a la FEP sobre la firma de un acuerdo preliminar para la reanudación de las relaciones estudiantiles con el delegado Toro, vice-presidente. En el acuerdo, Bolivia respeta las aspiraciones de Perú y reconoce que no existen causales para la ruptura de relaciones desde marzo. Además, lamenta los incidentes ocurridos y enviará el texto final una vez aprobado por el comité de estudiantes bolivianos.
