This volume contains notification nos. 1 to 98. Some of the topics covered are: honours to be rendered to the governor by the courts during public ceremonies; arrangements to be made for the transport of the first coolies (i.e. unskilled labourers) recruited by the Emigration Society for the Reunion Islands; promulgation of imperial decrees relating to cabotage regulations in the colonies and the francization of ships built in America or Canada; detailed rules on the recruitment of Indian workers destined for the colonies, including a booklet that spells out their working conditions (“livret d’engagement”) and the undertaking that that they were made to sign; list of the medicines that were to be taken on the ships carrying emigrants.
